1) Call to order
The Meeting was called to order by Bob Dunn at 7:05 PM.
2) Previous Meeting Minutes
The Minutes from the October 6, 2015 Meeting were reviewed. Mary Ellen Garbarino made a motion, seconded by Glynn McAraw, to accept the minutes. The motion passed unanimously.
3) Directors Report
Don Bugbee provided the following;
a) The Fall Soccer Program ended on Saturday October 31. It was a very good season overall at Town Woods Park and the volunteer coaches did a great job with their teams. Program income was $4820.
b) Adult Basketball sessions started September 9. This Program runs on Wednesday’s 6:30-9:00 pm at the High School Gym and will run into June 2016. The Sunday sessions started October 25, from 10:00am-12:00 noon at the High School Gym. Sunday sessions will run through March 2016. Fees ($105) are collected each week for the Sunday sessions to cover the cost of District 18 Custodians.
c) Yoga Sessions are held at the Library in Mile Creek School on Wednesdays, from 3:45-4:45. Session 1 runs for eight weeks, October 7, 14, 21, 28, November 4, 11, 18 and December 2. The Session 1 fee is $80, with a $15 Drop-in fee. Sessions 2 and 3 dates for 2016 have not yet been determined. Updates will be provided.
d) Our new Adult Women Fitness Class, called the Body Back Program, runs for 8 weeks on Tuesday’s and Thursday’s through Nov 5, from 6:30-7:30 pm, at the Center School Gym. This is part of the National Fit4 Mom Program, which is the largest Pre and Post Natal Fitness Program in the country. Sessions 2 and 3 have not yet been confirmed. Updates will be provided.

e) Sign-ups for our Winter Youth Basketball Program have started and will go until Wednesday December 16. The Program is open to youths in grades K-8. The coaches meeting, to form the teams, is tentatively scheduled for Saturday December 19. The season is scheduled to run on Saturdays from Jan 9-Feb 27, 2016.
f) Park Facilities Updates
The crack repair and resurfacing work needed for the Cross Lane Tennis and Basketball Courts has been postponed until the Spring of 2016. Estimates and contracts will be hopefully finalized this Fall. All expenditures should be covered with the currently approved budget. The White Sand Beach bathhouse roof is in need of replacement and the TWP Building trim needs painting. Estimates will be secured this Fall and passed on to the Facilities Committee.
The bathrooms at Town Woods Park, Hains Park and Cross Lane are all still operational. The water will be shut off and the buildings will be closed for the season, starting November 9. The White Sand Beach bathrooms are closed up for the season.
Soccer activities at Town Woods Park will run through the weekend. Removal of goals and benches will start next week and the fields will be closed down for the season.
Representatives from Lyme/Old Lyme Little League have been refurbishing the infield areas at Cross Lane and are scheduled to work at Town woods Park as well. There were concerns about the weed removal process on the fields at Town Woods. Updates will be provided.
4) Old Business
a) Bob Dunn August 27 letter to Selectman, responsibilities of OL P&R Commission Update
Bob Dunn initiated discussions about the subject and the recently received response to his memo from Selectwoman Reemsynder. The response is attached to these Minutes. The Parks and Recreation Commission expressed overall disappointment with the response and felt there was a lack of justification of the opinions stated.
b) Volunteer Playground Update
Don Bugbee provided updates of the LOLJW Playground Project. He stated that the project had been endorsed by both the Parks and Recreation Commission and the Old Lyme Board of Selectmen. There are tentative installation dates of November 15 or 21. The LOLJW Group successfully ran the Concession Stand this Fall at Town Woods Park and organized a fund raising Pizza Party for the Parks and Recreation Soccer Teams on the last day of this season. The Commission extends it’s thank you to the LOLJW Group and commended them on their efforts with their Playground Project.
c) Tree Commission Update
Don Bugbee provided the update of the Tree Commission Meeting that he, John Flower and Paul Gianquinto attended on October 15. Information and copies of the proposed Boathouse expansion and basketball court relocation were provided. There were general

dicussions about the removal of a large Maple Tree to accommodate the proposals. Paul Gianquinto stated he would mark the ground at the site to show the location of the basketball court. The Tree Commission is scheduled to visit the site on Saturday Nov 7. Updates will be provided.
5) New Business
a) Boathouse update
Bob Dunn provided an update of the BHPIC Project. He discussed his proposed condensed version of Scheme A and the value engineering of Scheme A versus that what was done with Scheme E. He referenced the recent article in Lymeline on the voted decision by the BHPIC of authorizing of up to an additional $15,000 for the architect to develop construction documents for Scheme A.
b) Lights at Town Woods Park
Bob Dunn indicated that there was a meeting with Selectwoman Reemsynder, Paul Tresnan (L/OL Soccer Club),Don Bugbee and himself to discuss the requests to use portable lighting at Town Woods Park for Soccer practices. All of the decisions relating to the neighbors concerns at the time of the fields construction were passed on to Paul Tresnan.
The decision to not allow lights was maintained. Selectwoman Reemsynder suggested that members of the LOLSC contact all of the adjoining neighbors to see if their opinions have changed.
c) Commission Attorney
Bob Dunn initiated discussions about the need for the Parks and Recreation Commission to attain legal counsel concerning the previously discussed situation listed in paragraph 4) Old Business a) above and for future general situations that may arise. John Flower made a motion, seconded by Mary Ellen Garbarino, to present this proposal to the Board of Finance at their December 15, 2015 Meeting and request such funding. The motion passed unanimously and the Commission will request being put on the Board of Finance Agenda.
6) Any other business
No other business was discussed.
7) Public Comment
There was no public comment.
8) Meeting Adjournment
A motion was made by Glynn McAraw, seconded by Nigel Logan to adjourn the meeting at 8:30pm. The motion passed unanimously. The next Meeting is scheduled for Thursday December 3, 2015 at 7:00pm.
